MEETING NOTES Sunday 10 June 2018

  1. Apologies & Notes of the meeting of Previous Committee
    1. Apologies from P Bevan and M White.
    2. Matter arising – Conservation Group have not produced updated Conservation report and will not be able to. It is the responsibility of the City Council but we are expected to produce the report. Group discussed implications for maintaining Conservation status if we failed to produce report. It was agreed that we should discuss at AGM and call for a volunteer to be the conservation lead – it may be that there is a new resident who might have the interest and skill. JM has list of all developments since the report was produced plus they are available on line.

Other matters arising to be discussed as part of the agenda.

  1. GDPR

PT explained potential litigation risks - we have to:


  • Ensure any data held on residents complies with guidelines.
  • Give all residents the right to have data erased
  • Produce OTRA Web Privacy Policy

It was agreed PT would draft letter to be hand delivered to all residents- he will post draft on Committee forum for comments. In future all residents who wished to must subscribe to website for all communications and Neighbourhood Watch notices.

PT demonstrated the updates he has made to the website.
AGM discussed. CP to find date in late November early December for AGM and social event.

  1. Finance
    1. MB reported currently account £3,500 in credit. PT submitted invoices for website updates.
  2. Planning
    1. JM had attended meeting re LIDLs to raise concerns regarding traffic. He said that discussions were still ongoing regarding Lovers Lane.
    2. Meeting discussed 10 Oakmount where no planning application has been received to drop the kerb. JM will contact council.
    3. Meeting discussed plans for new house at 42 Blenheim Avenue.
  3. Conservation Group
    1. Issues covered under other topics.
  4. Parking
    1. Meeting agreed important at AGM to revisit reasons for conservation status particularly to explain to new residents regarding parking issues ie resisting council introducing residents parking.
  5. Neighbourhood Watch
    1. PB has asked that all residents are encouraged to register with OTRA as the only way to receive Neighbourhood Watch information.
  6. AOB
    1. CB volunteered to write to council re state of Brookvale Road. Post meeting note – biggest pothole now filled!
    2. Committee will hold meeting in autumn prior to AGM – date to be agreed later.

JM explained that he had called the meeting in response to issues around the development at 10 Oakmount Avenue where the owners had not followed the Conservation Management Plan guidance in respect of their proposed development and the subsequent letter sent by Roger Brown which had been intended to restate the rationale and conservation principles of the OTRA as he saw it, but had been misinterpreted by a number of residents.

On weekend of 10 June several residents commented to committee members that some works were going on at 10 Oakmount and no notification of a planning application had been received.


  • JM spoke to the builder who wasn’t clear on permissions.
  • MS spoke to owner who said she had been told by council she didn’t need permission.
  • JM supplied owner with copy of plan and owner subsequently submitted planning application.
MS summarised the planning process for a conservation area


  • Resident puts in application
  • Council notifies conservation group (JM as currently group is without a chair)
  • Committee reviews plan / suggests appropriate changes if relevant / reports to council that committee supports / doesn’t support proposal.
  • Council makes decision
  • The management plan outlines the rules and the council enforces the rules
Note: In this case the conservation group’s observation is that the retrospective planning application for 10 Oakmount appears to be incomplete as there is no information regarding the type of gates to be used and there is no planting scheme.
The opportunity for comments is now closed and it may take up to 8 weeks for the council to make a decision.

PT then highlighted concerns raised by a number of people on the OTRA website discussion forum and to him personally that Roger Brown’s letter had been seen as heavy handed and had misinterpreted it believing that it had been sent by OTRA. JM confirmed he had had sight of the letter while on holiday. Several present read the letter as Roger had intended but now realised how it could be misinterpreted.

It was agreed that JM and CP will talk to Roger Brown on his return from holiday.

JM will write a letter to deliver to all residents with a copy of the Conservation Management plan to clarify OTRAs position and celebrate the success of the plan in ensuring that all developments have maintained or enhanced the area plus to notify residents of the forthcoming AGM November 24 at Highfield Church Centre.

There will be a regular OTRA committee meeting on Sunday 7 October to plan for AGM – one item for the AGM agenda to be a call for volunteers for the conservation committee particularly a chair and secretary.

An American / Potluck Supper is when everyone invited to the meal brings some food, already prepared and ready to eat. (They were originally called "pot luck" because everyone brings a "pot" of something, and you take your luck with what's on offer!)

OTRA will provide refreshments – wine & soft drinks – don’t forget to bring a glass!

It is your discretion what to bring but please do label pots, pans, bowls, plates or containers and do please bring plate/glass and knife and fork each.

Further Actions

JM to finalise letter to residents, plus leaflet, Management Plan and AGM Agenda to be delivered to all residents over first weekend in November. JM / CP to deliver.

PT suggested that as the action re: 42 Blenheim had been discussed by the committee but not 10 Oakmount, that consistency of approach regarding similar applications would be advisable.


MEETING NOTES Oakmount Triangle Residents Association committee meeting Nov 20 2018

(No official agenda, meeting called to discuss planning breaches - satellite dishes, walls Oakmount etc.)

Present: JM, MW, RH, PT.

Discussion of OTRA involvement. PT (at meeting with JG of HRA) was not representing OTRA or RD, but was independent observer.

Possible breaches to look at:
Blenheim: 3 (Solar), 7 (Drainage), 10 (drive - had been reported by JM), 17 (drainage), 25
Oakmount: 3 (wall?), 12 (solar) , 24 (charge point)
Leigh: 8 (like for like wall - OK but revised spec not yet updated on council site)

Solar panels
JM: Previous council officer policy is now superceded by info from Angela Davies
JM: Discussion of potential conflict (PT) having Solar Panels and being on committee

Emails
JM: said there are too many emails. PT agreed and reiterated the solution (as previously discussed at various meetings) is to use website for communications.
